Priorities in Progress and Priority Cooldown

When a priority is active or in cooldown, shown on your screen, you are not allowed to engage in any kind of criminal roleplay.

Civ on Civ violence is allowed while PIP or PCD is on HOWEVER, If LEO show up you must give up.
